Is a gateway the same as a charge controller?

No. Gateways and communication kits move data and control signals between devices and the cloud/app. Charge controllers manage battery charging from PV. Controllers are merchandised separately when ACTIVE stock is available.

Do I need both Tigo TAP and Cloud Connect Advanced?

Most Tigo module-level monitoring / rapid-shutdown designs use TAP at the array plus Cloud Connect Advanced as the logging/control hub. Follow the Tigo bill of materials for your TS4 / optimizer configuration—do not mix in RSS transmitter or TS4 module SKUs here; those are module hardware, not gateways.
