Possible solutions?

I am doing a project for my senior design class and had some questions
about solar products.  I need to design with my group a device that reads
a gas gauge and sends a signal wirelessly to a computer.  The voltage can
be about 4V and the watts we need is a quarter watt.  The device must be
battery powered and the battery must be able to be used for a year.  What
we have thought about doing is using a lithium ion rechargable battery and
use solar cells as a trickle charge.  However every thing i have seen has
been for outside light.  We are curious if these systems will work inside
like a solar calculator.

The first obvious question is, if you would be allowed to use a solar panel to keep your battery up, then why would you not be allowed to mount the thing outside?  Secondly, if you just figure out how man Amp-hours you will use, plus an estimate for battery self-discharge rate, you could simply put any number of 2-volt battery "cells" in parallel with each other, to keep your voltage low (sounds like a design limit ther) -- but build-in all the total energy that you need.
