wattage, voltage, charge controllers oh my!

Just tried to set up a Sunfilm 1200 (1.2 amp) flexable pv panel to charge 12 V batteries on a small sailboat. The contacts from the panel are reading 18.5V on my multimeter. When I put a small charge controller (recommended by Sunfilm) between the panel and the cig lighter adapter that I'm using to plug into the system, I get a readiang of "0" V. What's going on?

if not connected to a battery, the output of your charge controller would not likely read anything.

also with no battery connected, but the pv connected, you may have damaged your charge controller.  check the manuals provided for the equipment you are using.
