3KW wind turbine Charge controller (C60) help

I have a 3Kw wind turbine with a maximum of 12 Volts with 249 Amps.

If i use a C60 as a diversion load, and dump it to a coil.  Would that work if it was generating a maximum of 249 Amps?

Does the battery bank keep the Wind generator stable at 12 volts if the battery bank is a 12v system.

Also what happens when the c60 charge controller receives more than 60 amps when its in diversion mode and ready for dumping?
