Wind Power and Electric Questions

I know the faster a wind turbine spins, the more electricity it can create, but is there a certain speed that a wind turbine should not spin faster than for safety reasons? What would happen if it spun at like 50, 75, or even 100mph?

Also, what would need to be done to the electricity created by a wind turbine to make it usable to recharge an electric car battery?
