Outback VFX3648 inverter

I have an offgrid setup with 500Watts of solar (more to be added) and a 1000W wind generator. I am using stacked inverters (2) 3648's. My current problem is with the 3648 inverter. I am getting a flashing green on the INV side of the Outback Mate. When I go to Status/FX/meter I get PO1 with a reading of 13 to 17 vac and PO2 has areading of 120vac. It would appear that my master inverter PO1 is the problem. Is this an internal problem in the inverter or is there an external fix?
