Revenue grade meters

Is there a difference between your standard house utility meter and a revenue grade meter?  A project I'm working on requires a meter after the inverter to "verify" produced power for Renewable Energy Credits (REC).  Of all of my resources, I've not seen any differences between the two.  This is NOT net metering - the meter will not be spinning backwards.  It's just in series with the inverter and panel.
