New Federal Tax credit

New Federal Tax credit
Does anyone know what the minimum power generating spec is for the Federal credit on solar? I live in the state of Illinois and you have to have a 1000w inverter to qualify for the state credit. Does the federal have such a rating? Will the credit apply to 12v generating?
